ON NOUS COMMUNIQUE :
LE 38E CONGRÈS DES MOTOCISTES ET VÉLOCISTES
(Fin de l’allocution du Président GINTER-GERMAIN)
[Ebykr summary; the article’s text is not reproduced. The President, quoted, makes clear that the Syndicat is run by working mechanics, not by professional administrators, so that the 38th Congress is above all a defense of the profession and of the profession only, following a line of conduct dating from the Syndicat’s founding in 1904: total independence toward the public authorities as toward the makers of accessories and the builders of automobiles, motorcycles or cycles. The Syndicat Général has never agreed to give up its independence to syndicates or groups born long after it, but it is always ready to back every movement, action and approach made by any group where the general interest of the members of the trade is at stake. Over the past twelve months it has thus kept pressing the public authorities to grant discount rates in line with those of other trades, for the cycle as for the motorcycle, the automobile and fuels; everyone, he says, knows what these rates are and what they should be. Wider still than the discount on the trade margin, the Committee has worked on the members’ professional status, chiefly the recognition of a charter of their rights as independent traders. For brand agents it has drawn up a more special status to secure what it calls the 5 R, that is:]
« 1o Reconduction obligatoire des contrats (sauf faute grave) en
faveur de l’agent et de ses héritiers.
« 2o Reconnaissance de la propriété de la clientèle créée ou
augmentée.
« 3o Relève autorisée par succession.
« 4o Reprise des pièces détachées et de l’outillage spécialisé en
cas de rupture sans faute grave de l’agent.
« 5o Rémunération décente de l’agent. »
[Ebykr summary, after a three-star break. The President then made a very complete survey, taking up in turn each of the chapters studied in the reports the paper summarizes further on. He closed with words the paper says show the spirit of the leaders of the « Fédération des Groupements Commerciaux et Artisanaux de l’Automobile » and of the « Syndicat général »: this quick survey shows the scale of the task and the precision with which every concern of the Automobile, Cycle and Motocycle trades is taken up, and members may trust their Syndicat général and their Fédération to do everything possible toward the stated aims of equity and general interest. He paid tribute to the whole Committee by name, thanking MM. Dufresne and Capton, Presidents of the Section Cycle et Motocycle and the Section Automobile respectively; M. Catinat, Vice-Président Délégué; M. Courtot, Secrétaire général; M. Bouveret, Trésorier; MM. Delcayre and Guignebourg, Presidents of the Section artisanale and the Section sociale respectively; and the members faithful to every meeting, MM. Thomas, Duhamel, Huguet, Routoure, Cauqui, Pinsard, Briou, Carreau, Dauvillers and many others. Any point won is due to their combined efforts, devotion and competence.]
[Ebykr summary, after a second three-star break. Having described the efforts of the colleagues he named, the President says one great duty remains: to enroll in the Syndicat the colleagues who have not yet joined, since only by numbers can the chances of winning their just claims be multiplied, and he hopes the twelve months to the next Congress will again prove that the Syndicat général has earned its members’ congratulations.]

le prochain numéro).

[A trade-news page with one photograph. The standing section title “Vie syndicale” is set in a large heavy upright script over three parallel rules; below it “ON NOUS COMMUNIQUE :” in widely spaced roman capitals over a rule, the title “LE 38E CONGRÈS DES MOTOCISTES ET VÉLOCISTES” across the full width in heavy condensed sans-serif capitals, and the italic sans-serif line “(Fin de l’allocution du Président GINTER-GERMAIN)” ranged right. The address is set in two justified columns of a roman old-style serif with old-style figures, each paragraph opening with a guillemet, and the two sections are divided by three-star ornaments arranged in a triangle; the closing note on the Commissions’ reports is in italic. A wide halftone photograph spans both columns across the middle of the page: a crowded banquet hall with long tables laid with white cloths, bottles and glasses, and rows of men in dark suits, with a few women, seated and facing the camera before a pale paneled wall. Its italic caption is ranged right beneath it. There is no signature. Text from the reverse of the leaf shows faintly through the paper.]
